The Family Caregiver Services program addresses the unique needs of family members who care for a family member. In most cases, the payments that caregivers receive through the IHSS or Medi-Cal program are not taxable if the caregiver and the person receiving the care live in the same household. Under California's Home Support Services (IHSS) program, parents can receive compensation for caring for their minor children with disabilities if the child needs help with daily activities, such as bathing, eating, or moving. Caregiving can be emotionally and physically exhausting, and caregivers may need additional support and breathing space.
California family caregivers may qualify for payment through Medicaid, IHSS and other programs that recognize providing care as a professional job. Statewide debates about expanding support for caregivers through Medicaid exemptions and budget allocations may also affect the compensation of family caregivers.
